deck file render - env substition does not work with string values about deck HOT 4 CLOSED

On second test i noticed that the toBool function also does not work as expected. In the example DECK_ECHO_DOWNSTREAM=true is converted as false.

@martijndxc I acknowledge the issue you are seeing. Right now the deck file render command purposefully does not materialize environment variables. The initiating use case was to allow the render to succeed in environments where values may not be set, for example in CI pipelines. In these pipelines the rendered configuration is not delivered, just validated and the DECK_ var values are irrelevant. I'm evaluating if we can add a command flag to allow DECK_ file processing as opt in. Would that work for you?
