This is an issue that should be opened on wkhtmltoimage tracker. It has nothing to do with the php wrapper IMHO.

But if I run the same command on the CLI it runs perfectly. Its only when executing it from PHP when this occurs.
Either way I have moved to PhantomJS instead because of this.

yes this is issue of configuration apache/php bunch on Win8, this is not clear issue of wkhtmltoimage, but php.exe both php and wkhtmltoimage. Correct to put this issue at the wkhtmltoimage tracker.
