I have to admit, that I didn't fully get it, yet. But everything seems alright. I tested it.
The API is for Templates (and the docstring too). scope parameter comes from templating code. It's there for all methods, but not always needed.
It seems like for supporting lists in exscript templating every argument to the Template API methods is a list, but thats not always wanted. In this case the method simply uses the first item of the mode list (and works for every file in the filename list).
TLDR: Everything is alright, but with undocumented features.
