Would you need the references tag? @bibitem could automatically append to the references tag. Or do you imagine it being useful in other places? (if so then it would be a good example of an inline tag)

Hm, yes, I think the @bibitem tag could automatically append to the references tag.

But I think @cite or \cite inline tags could be useful as well, e.g., in the details or description sections; such tags are replaced by some label and the corresponding entry in the bibtex file is added as @bibitem to the references.

BTW: I think Peter has some code for a basic bibtex roclet; it was one of the examples he showed last year at the useR roxygen tutorial.
