Is EASY-INSTALL-DEV-SCRIPT strictly equivalent to EASY-INSTALL-SCRIPT? What is the develop install equivalent of EASY-INSTALL-ENTRY-SCRIPT?

They should be equivalent. They are emitted by the same method.
You can see it in this changeset of setuptools https://bitbucket.org/pypa/setuptools/commits/9c014a80f32e532371826ed1dc3236975f37f371#chg-setuptools/command/easy_install.py
With that changeset the script templates have been moved out of the source in the separate template file.
EASY-INSTALL-ENTRY-SCRIPT does not have a different version for develop mode.
