On further reflection, I think the approach to this problem would be to prevent the job from loading usage data for dates that have the following warning (that way we don't erroneously load partial data).
PARTIAL_DATA_AVAILABLE: Data for date 2020-04-18 for application classroom is not available right now, please try again after a few hours.
