Add instances of `CanCatch`, `CanHandleError`, `CanRecover`, `FromFuture`, `Fx` and `FxCtor` with `Sync` and `Async` about effectie HOT 1 CLOSED

Remove ToFuture from this ticket because

1. in Cats Effect 3, it's hard to do it without having a specific effect (e.g. IO) or hard to test

   It was done with cats.effect.std.Dispatcher, but the test failed with a timeout.

2. ToFuture is not so important when using Cats Effect as it could be handled like

   • foo() takes Int and returns F[A]
   • bar() takes Future[A] and returns Future[B]
