REPOSITORIES parameter is already an include list. The default iS ALL or you can do an include list. Things get messy if you have both include and exclude list. Look at the README for example

@kbrashears5 for example someone has 50+ repositories and would like to exclude 10 of those repositories, are you saying those 40+ you will need to add manually? I think it is redundant to have workflow will have all repositories in the first job and overwriting the 10 repositories in the second job in workflow
