Indeed, the TIMEZONE configuration setting allows you to have different instances with different rendered timezones. If that's an option, you can do it.
As for doing it in viewer's timezone, it is not trivial, there is not a single, simple specific option. You would have to do things like IP address geocoding, or playing with Javascript to get the browser local timezone and set it into a cookie, so the server can then read then that cookie and change the displayed timezone dynamically...
The Javascript cookie thing could be done and would be a cool improvement, but I sadly currently don't have the time to implement it myself.
