I am not familiar with IntervalConstraintProgramming.jl; but at first glance, things seem a bit outdated (on their part?).
For instance, the last (long term) stable release of IntervalArithmetic is 0.20. Can you see why your IntervalArithmetic.jl package is stuck at 0.17.8?
