Isn't this resolved by PatchedHomotopy?

The purpose of PatchedHomotopy is a little bit different. This is intended to be used for homotopies defined over a (product of ) projective space(s) in order to pick an affine chart for the computations. But to use an affine chart we only add for a product of N projective spaces exactly N linear equations.
This issue on the other hand talks about general intersections of polynomial systems with (affine) linear spaces and the ability to move those linear spaces around.
I am actually currently working on a new version of HomotopyContinuation.jl where I already started to work on this:
