Is this a problem with 1.8.7 specifically, i.e. did it work on other 1.8.* versions, or was the upgrade to 1.8.* from another version?

Unfortunately I can't answer that question as we were already on 1.8.7 before we started using adminplus.
There is the possibility that the issue is related to our multi app problems but the register did work when I converted from the decorator so I assume something has changed.
