Allow for configuration about in-solidarity-bot HOT 1 CLOSED

Possible issues to address:

1. configurable suggestions
2. configurable level per pattern
3. ability to extend with additional patterns

1 and 2 require a way to reference the rule by name. the eslint pattern could be useful?
3 presents issues around denial of service

An additional option might be to just group the patterns, ie default, pronouns, all, recommend, etc and let the user choose a level per group. The challenge here is how to form these groups of terms/patterns.

An additional goal would be to minimize usage of the actual terms in config files. This makes the individual rule pattern for addressing 1 and 2 a little more difficult.
