Hmmm... this seems to move the problem of maintaining the version to many files where it currently exists in only one. A regression?
The ultimate fix here is for me to actually get work done on inductor. Somehow I went down the rabbit hole of building a Go editor plugin (https://github.com/joefitzgerald/go-plus) rather than writing the thing in Go that led me to build the editor plugin.

Seems like we're just moving the version number from one file and putting it into another, and since there are multiple packer json files, this actually makes MORE work for maintaining the current version of puppet, until @joefitzgerald's changes can start to get incorporated with templating the json files. (#3)
Closing for now, feel free to reopen, but I don't see how this would improve anything.
