These files were copied from an old OpenJDK and are just the standard OpenJDK win32 JNI header files. They're included in the repo presumably to make it easy to cross-compile our ext without Windows available. I believe they can just be removed, but we'll have to fix the build on Windows to fine the headers correctly.
