I believe this has been dealt with by John . #17

Actually, it's even worse. When we spell it out to students that they have to click this link they still can't do it. I expect that we're looking at popup blockers and suchlike but I'm not exactly sure what the problem is.
EDIT:
Yes, it's definitely popup blockers. We just get reports that "I clicked on the link and nothing happened". It's very optimistic to assume users can work a browser properly (they can't).
This is a monumental hassle from a support point-of-view.

I raised #45 as this is an issue for us too.
We'd like to roll (if we can) TII T&Cs into a standard user agreement so we don't have to present this to them as we're mandating they use TII.

Yeh - it's a huge annoyance for us. Plus we have a considerable number of under 18 students who are supposed to get a guardian to accept it.... sigh :)

At the University of Minnesota we edited the link's language string to say,
PLEASE NOTE:
You must accept the latest Turnitin User Agreement before you can make a submission.
Please click here to accept the agreement.
However, we're thinking of editing this to include a link to how to allow popups, before the fall term starts. A link within the language string does work in Firefox at least.
A modal would be better long-term, though.

Having worked with popups before, they need to be registered to a "click" event and cannot be the result of a successful AJAX call.
This is quite a large issue for us and may hold back our migration from the Dan Marsden plagiarism plugin to the new plagiarism plugin unless we can find a work around.

EULA has been moved to the disclosure function and is more prominent rather than a basic text link - see develop branch 2014012406.
