I've removed the automatic update from the next release. It's becoming a button rather than an automatic check.
If it's not necessary though, I'll look at removing it.

Moodle 2.6 and higher now make regular checks against the moodle.org plugins database so if you have installed any 3rd party plugins and a new version is released in the database it e-mails all site admins to let them know that a new version is available.

Hi Dan,
Although this isn't necessary we're going to leave it in. It's been quite handy for support to use as a form of debugging for users that have had problems connecting to Turnitin due to it not using any curl SSL options.

yeah debugging info always helps a lot. As long as it's not running every time settings.php is loaded and only occurs on user action it should be fine. settings.php is loaded on almost every page load while admin is logged in so any work done around db calls, including library files should be really minimal in settings.php

Yes, it's not automatic anymore. There is a clickable link at the top of the settings page.
