Just to clarify, this a bit more.
The "Enable Turnitin" setting I think is fine to not be set to the "default" value as this is fundamentally turning the whole section on and off, and that should be up to the user to decide.
The main problem is that if the settings that follow this one do not match the default values then it requires users to know what they values these should be set to, which introduces as massive consistency issue.
I think I'd like to see everything other than the "Enable Turnitin" set to the "new activity" values when there is no existing configuration for the activity.

I noticed this when making a few updates to the code recently. It has now been fixed and an updated release will be out soon.
