Sorry about that. At the moment they will be staying unified as the block and plagiarism elements are dependent on some of the module code. We want to avoid a situation where people are not noticing that an element has updated if another element is dependent on the code.

Hi John. The version.php allows you to specify a dependencies array, so you can easily add the names of the plugins that must be present so that Moodle will add a clean warning message to the upgrade screen when the dependencies are missing. You can specify an exact version, so that if the block needs that version or higher, or just any version. http://docs.moodle.org/dev/version.php
e.g. in version.php
$module->version = 2014070100; // If version == 0 then module will not be installed
$module->requires = 2010031900; // Requires this Moodle version
$module->dependencies = array('mod_turnitintooltwo' => ANY_VERSION); // Or a specific version number

Thanks for that Matt. The dependency was pointed out to me by someone at moodle and is now in the code, we will investigate the possibility of splitting them up in future.
