This is expected.
The file /etc/sysconfig/openvpn-auth-oauth will interpret by systemd and each line will be passed as environment variable.
If you run openvpn-auth-oauth from terminal, you have to define the environment variables manually. e.g. sudo env CONFIG_OAUTH2_PROVIDER=google /usr/bin/openvpn-auth-oauth2 --config /etc/openvpn-auth-oauth2/config.yaml
from openvpn-auth-oauth2.

I would expect that I can set the provider to 'google' via config.yaml also instead of only through environment vars

You can do it via
oauth2:
provider: googlefrom openvpn-auth-oauth2.
