I think, you should remove the assignment ('=') and only write:
LABEL org.opencontainers.image.description "Fedora based image for Yocto builds"
from yocto-image.

This doesn't work either: 2c12d81 didn't add the description.

This is likely a bug of GHCR, since v2.2 manifests work, but OCI don't.
Reported to support.

Closing here; it's a registry issue, OCI isn't supported correctly. The issue has been reported and confirmed by the support.
