OK, perhaps yes, but how would a user install them (a typical jenkins user?)

Users can either create their own Docker image extending it and install whatever they need, or use system config to do auto installation of maven or ant. That could be in the README.
I understand if you want to provide an easy to use Docker instance with some tools installed, then a jenkins-bare image would be nice to have, and the jenkins one could just extend it and add those tools.
My use case: creating a Jenkins master image that will not run any builds as they will be distributed, so I don't want any extra tools installed. Adding things is easy, removing them to make a smaller image is impossible without starting from scratch.
