If you read the page, the link http://localhost:8080 is not a link of the www.jenkins.io but an indication of the default Jenkins installation once you've installed the MSI file.
As per the next sentence:
This can be changed by editing jenkins.xml
If you are having an issue with your installation of Jenkins on your Windows computer, then you should ask for help on the community forums or on the gitter channel.
I'm closing this issue as there are no changes to be made on the www.jenkins.io:
- Download of the MSI installer works as expected
- The indication in the aformentionned page are valid for all cases unless there is a computer-specific issue stopping Jenkins from starting (firewall, permissions, etc.)
