At minimum the instructions for migrating from hudson to jenkins should be updated. I was seeing hudson updates in jenkins before I forced this check.
The instruction would be as follows:
Go to "Manage Jenkins"/"Manage Plugins"/"Advanced",
then click on the "Check Now" button next to "Update Information Obtained..."
I spent quite some time troubleshooting this before I found the real cause (in my case with the GIT plugin, see JENKINS-10205).

Nothing to do with the code.
Hudson seems to be alive, hence the proposal regarding guidelines update is valid
