What ReactOS image did you use? Did you convert either the VirtualBox image or the VMWare image or did you try to install it using the live image?

Unfortunately this is a Qubes/ReactOS issue probably related to the new Xen disk device in Qubes 4.0. The only way it currently works is with using the live iso.
