Unauthorized when running first-time-setup about frame HOT 1 CLOSED

What permissions should the provided user have to be able to execute these commands?

I don't have much experience with permissions on the mongodb side. For local development I run a mongodb docker image. And for the hosted version of Frame, I'm using the mLab service add-on on Heroku.

Also what user is used to access the mongodb when just running server.js?
