I suppose you could define the two_factor url's also within i18n_patterns like your first try, no problem. i18n_patterns prepends a locale to the url, so /two_factor/backup/tokens/ would become /nl/two_factor/backup/tokens/. As the package uses named url patterns internally, this should be no problem.

From your second code example it's unclear how the code is supposed to work. You can combine two url patterns, but you should declare that specifically, like so:

urlpatterns = i18n_patterns(...) + patterns(...)

You don't need additional packages –except from the libraries that install automatically with this package– for two-factor to function correctly. The /accounts/ typically is very specific to your site, so it something you have to provide yourself.
