When using database settings, you could have a look at using django-reversion.

Right, but that would be only limited and would probably require some custom code (as reversion really integrates well with the change history UI of the admin which constance doesn't support due to its own backend system).

Not sure if that should be in scope of the project. Maybe custom backend, that would be db-only and keeping that history?
Constance itself could just log the changes over python logging, so the user can monitor those in his logging system. (?)
