Connecting this network to public test nets is not in the scope. I created it, because I did not want to connect to public test nets, and wanted a full-featured option that was able to run locally.
Kovan seems to be centered around parity and not geth, anyways. Please consult the documentation on their site if you want to connect to them: https://kovan-testnet.github.io/website/

It is not just KOVAN. It is also about other TESTNET. ROSPET works with GETH ...

But you are right for TESTNET is better to use INFURA. Free and salable
