The formatting got a bit bungled there, but you can use parentheses to do your example in CoffeeScript like this:

tester: (=>
  a: 10
  console.log("in outer")
  b, c => console.log(a + b + c)
)()

The compiler produces:

  var tester;
  tester = (function() {
    var a;
    a = 10;
    console.log("in outer");
    return function(b, c) {
      return console.log(a + b + c);
    };
  })();
