You do not need to run the p4c tests in order to use the p4c compiler.
If you really, really want to for some reason, I can tell you how, but do you really, really want to run them? Why?

install-p4dev-v5.sh installs pre-compiled binaries for p4c and simple_switch_grpc, with no source code installed.
install-p4dev-v6.sh install source code for all packages, and compiles that source code, then installs the binaries. It takes much longer because of that.
