Bu sorunu Local için çözmenin yolları mevcut. SSL sertifika tanımlaması yapmanız gerekiyor. Aşağıda verdiğim linkte CURL için genel sertifika dosyasını bulabilirsiniz.
Bu tanımlamayı çalışan PHP sürümünüzün php.ini dosyasında ; curl.cainfo = bölümünde yapmalısınız.
- İlgili PHP sürümünüzün php.ini dosyasını açın. Örn.
C:\wamp\bin\php\php5.5.12\php.ini - curl.cainfo başında bulunan ; karakterini kaldırın.
- Yukarıda verdiğim linkten indirdiğiniz .pem dosyasının yolunu yazın. Örn.
curl.cainfo = C:\wamp\bin\php\php5.5.12\cacert.pem - Local servislerinizi yeniden başlatın.

Kesinlikle local bir cert dosyasi ile cozulebilir. Fakat ayni makinede bircok php versiyonu ile gelistirme yapanlar icin her seferinde local websunucu icin bu dosyayin yerlestirilmesi gerekiyor. Benim dev ortamimda ihtiyacim geregi ne yazik ki wamp ayri var laragon ayri var vscode uzerinden bazen php serve ediyorum vs… o yuzden opsiyonel bir parametreye baglanmasini tabsiye etmistim
