Skip some questions about koji HOT 2 CLOSED

done. you can now add breaking_changes and issues keys to config as well as pass in --breaking-changes=false and issues=false. they both default to true.

one change that came with this is you can no longer pass --emoji but instead must do --emoji=true. this is because i couldn't find a good way for clap to allow:

koji --emoji       # true  - user passed in
koji               # false - user didn't pass in
koji --emoji=true  # true  - user passed in
koji --emoji=false # false - user passed in

because of how i'm doing config, i need to know whether the user passed anything in or not to know if i should default to the arg value or config value. hopefully not too big of a hassle, tho.
