After Android 6 hardware access is limited through android os. find another method for that.

This is not a bug for private SSIDs. Public (or some) wifi access points might not broadcast some of headers. For an example, UoM Wireless doesn't show up in the SSID but MySLT (a normal 4G router) being shown.
