Good question. In short - no, but you can work around it with the inline parameters.

For example, you can make a new method converting the inline parameters to GET, something like this:

class ControllerCliInit extends Controller {

public function init($param1 = null, $param2 = null) {
    $_GET['param1'] = $param1;
    $_GET['param2'] = $param2;

   return $this->load->controller(foo/bar');
}

}

You would then run:

$ php ./oc_cli.php catalog cli/init/init Value1 Value2
