By “list of participants” I meant the list in https://github.com/ircv3/ircv3-specifications/blob/master/index#L17
“non-participant” is someone who doesn't participate in IRCv3 (never speaks maybe? or isn't even aware of it?). The charter doesn't have any list...

Which of those are actually participiants? Those that I know that I know and I am sure on being participiants are
- Atheme
- freenode (which I questiion, because of their old IRCd / freenode/ircd-seven#1 edit: have I even seen freenode people on the channel or anywhere?)
- InspIRCd (developers are on channel and it has modules)
- ZNC (one of the most active it appears).

The list of participants should probably just be replaced with that gdocs spreadsheet link. There's not any real value in it anymore.
