The original metadata-monitor spec says "ircd-defined masks", which 1) is quite vague, meaning IRC clients cannot easily add it to UI, 2) causes the aforementioned performance issues.
My suggestion is to specify several allowed types that can be monitored and which should work identically across all servers; no wildcards:
- nickname
- channel name
- account name (probably
=name
or$a:name

What would MONITOR + #test
do exactly? If this is related to metadata notify then it should notify channel members automatically.

This allows users to track anyone using an account, which shouldn't be allowed at least unconditionally i.e. if this makes it into the spec it should be OPTIONAL.
