Why would this need to be part of a spec when proxies already accomplish it?
IRC is ephemeral for a reason, that isn't a bug it's a feature.

The process should be as transparent as possible for observers (ideally they should not see QUIT/JOIN/...), and should be easily implementable in clients, like sending an opaque string acquired on server A to server B, plus some minor synchronization.
