First version obviously should be 1.

I would suggest making it 2, assuming this spec makes it into IRCv3.2. This makes it simple for implementers to know what version is supported, and allows end users looking at the raw protocol to assume the number provided be the point release of IRCv3, and have that assumption be correct.

I proposed this to make the version comparison simpler in code. End users looking at the raw protocol is not something I'm usually concerned with especially if we get code simplicity in return for a slightly less "end user-readable" protocol.
In this case however, I've no problem with assigning "1" or "2" or even "302" to 3.2.
