Is it possible to assign an issue to someone who is not member of @atheme on github ?

Unfortunately no, you can only assign issues to members of the organization.

Updated the original post.

The way I imagined this is that if a non-member posts something a member of the organization has to show interest ("I like this idea") and assign the issue/PR to himself. After this is done he is supposed to pilot the issue by setting up a milestone, making sure it is discussed on the meetings, and making sure it is updated with the relevant discussion that happen on the meetings.
If a member opens an issue it is assigned to him by default.

Of course this wouldn't mean that only a single person is allowed to update the issue or bring it up on the meetings. It would be a mere indicator of the person who is supposed to know the most information about that issue including holdups, what else is left to discuss, etc.

I don't know how you got the impression that accepted PRs shouldn't be merged.
