I'm okay with CAP LS 3.2 assuming existing servers accept it. It's backwards-compatible in a few ways – e.g., as Aerdan suggested on IRC, the server can use this to decide if it should send a long list of caps as multiline reply for 3.2-capable clients, or only pre-3.2 caps as a single-line reply for 3.1 compatibility.

Suggestion by @aji for batch:

if a client doesn't understand a batch type, then they should be able to interpret the batched messages as if they were un-batched

I agree this should be in the batch spec.
