Is there a reason Ionic could not also create the icon files required for Google and Apple stores?

We'll never be able to guarantee that the icon submitted to Apple or Google will be accepted. We can forcibly disable transparency, sure, but this may have unexpected and undesired results.
It's better for everyone if we expose the guidelines to the dev. That way, they'll have all the information they need to create a high quality icon with the best chance of getting accepted.

I don't really understand.. Google just needs a 512x512px icon to upload to the store. Yes, it's easy to create, just seemed odd that Ionic has such a cool script to create all the images and doesn't bother to include that last one.
No worries, I tried. :)

Oh, we seem to be talking about different things. If you're referring to the actual image that's manually uploaded in the Google Play Console or Apple App Store websites, then please create a new issue, as that has little to do with this issue. Thanks!
