I'll take a patch that adds a configure option, I suppose.
I believe that installing these files ensures that if your system files are missing or a user dislikes them, they have an up to date set of files that we have tested. They do not impact any other program on the system. It makes no sense to me to not ship these files. Similarly, a user may never run tlsdated but I'd still like to include it.

You need a cmdline option, with a compiled in default.
Yes, packages can remove the target from 'make install'. Which is what I
currently do.
