I ran a first trial on this, using PR #119, and uploaded a snapshot to gcloud + snapshots.json file. The latter is available at https://storage.googleapis.com/cardano-testnet/snapshots.json and conforms to the format in openapi.yaml.
I will automate the process a bit more tomorrow.
