slider option as temporary solution? or not worth setting up?

Do you mean swipe? Really can't see spending time with it until we have a working TOC because of how the swipe layer selection piece works. But yes, the swipe widget might be a stand-in.

The example application they'd like to emulate is this one:

https://globalchange.epa.gov/ICLUS/

how a user would designate what layers to view in which viewer remains the key UI challenge.

Displaying two different maps side-by-side with navigation synchronized could be tested on https://leb.epa.gov/EnviroAtlas_WAB/TestSplitFrame.html. There are two controls on upper-left corner:
One is to select one map or two side-by-side maps. The other is to decide whether there should be synchronization between two maps. After solving several bugs, it works on Firefox, chrome and IE.

But there are two major problems:

  1. If the user select two maps for the first time, there is displaying problem--- maps are not zoomed to initial extent. I will try to fix this problem hopefully before we demo to client.

  2. I can only make left map dominate the right one, but not the other way. It is unlike the link https://globalchange.epa.gov/ICLUS/ which either map could dominate all maps on screen. This feature is appealing but I doubt I can do that way.

This a only a basic demo that we can choose between one map and two maps and synchronize them. Later, we will add function of synchronizing data --- if user adds any layer to left map, same layer will be added to right one.

Two way synchronizing is working on https://leb.epa.gov/EnviroAtlas_WAB/TestSplitFrame.html.
But there is displaying problem for one frame case in IE. It works in chrome and firefox.
It is strange that I downloaded same code from 49.16 and there is no such displaying problem in IE from my local host. Could somebody test on his end in IE?

Thanks for testing, same as my experience. I will work on this issue later.
