Search and evaluate publicly available widgets for Add Local data (shapefile, csv) tool about enviroatlas HOT 4 CLOSED

@torrin47 there currently two widgets from GeoNet that can add local shapefiles:
https://geonet.esri.com/message/540150#540150 - adds a local zipped shapefile to map
https://geonet.esri.com/docs/DOC-6907 - adds or removes a local zipped shapefile to map

I have not seen a tool for importing a csv file either. I think we would have to build that ourselves.

Hrm - it's part of the JS API code sample here:

Odd that nobody's made it into a widget.
