This and the lack of the pngTagbox are the final remaining issues to be resolved before rolling out the new home page. If it's not occurring in the local instance, is the next step to add some verbose log messages to the page to deploy in staging to get a better sense for what's going wrong?

This issue traced back to the fact that this expected CSS file wasn't being loaded:
easy to fix, but it would be good to understand why it was missing!from edg_metadata.
