Your issue is a user one, however, I've notified engineering.  The text below 
comes from them for a similar issue for Mac OS X.  They've also recommended 
starting Chrome with --no-proxy-server 

SYMPTOM:

Chrome cannot discover Chromecast devices on Mac OS X.  Setup app may or may 
not be able to discover.  Other devices (phones, PCs) can discover.

HOW TO FIX:

See http://support.apple.com/kb/PH11121

(1) Have the user open System Preferences > Security > Firewall 
(2) If the firewall is enabled, have them go to Firewall options
(3a) If the user has selected "block all incoming connections" and means to 
keep it that way I think they are SOL.   Need to test.
(3b) If the user has selected "Automatically allow signed software to connect" 
make sure that there is NOT an entry for Google Chrome in the application list. 
 This is not needed because all the Chrome builds that users would install 
should be signed.
(3c) If the user has NOT selected "Automatically allow signed software to 
connect" have them click the "+" button, navigate to Chrome in /Applications, 
and select it
(4) Restart Chrome

I have similar problem. My system configuration is:
Windows 8 Enterprise 64 bit, 4Gb RAM, 320 GB HDD, Chrome Version 28.0.1500.72 m
Chromecast Extension installed fine.
I can use Chromecast with iPhone, iPad and Android Phone. (yes I have all of 
them)
But Chrome Browser says "No Cast devices found".

I had an almost identical problem -- Thinkpad T400, Windows 7, Chrome 
29.0.1547.49. Chromecast app installed and communicates with Chromecast no 
problem. iOS, Android and MacOS devices all cast just fine. Have been 
frustrated by this over the last week or so. Tried just about everything, 
including fully disabling firewall (as suggested in #1 above), but to no avail.

Finally ran across this post, which led me in the right direction:

While I was NOT connected to any VPNs, it appears that (in some cases at least) 
VPN _adapters_ must be disabled for the Cast extension to find Chromecast 
devices on Windows. In my case, the adapter was the "Leaf Networks Adapter" 
(required for Netgear ReadyNAS Remote).

After I disabled the Leaf adapter in Device Manager, the Cast extension 
immediately found my Chromecast. Did not have to adjust my firewall, antivirus, 
or anything else that was already in place.

PS: My experience with Google Play Support was a complete waste of time. 
Contacted them several times -- including one long and painful phone call -- 
and each time received the same boilerplate response. They claimed to have 
escalated my inquiry, but it's been a week and no new info. Ticket:

My issue was resolved after disabling the Microsoft Loopback Adapter.

I am facing error while try to cast from my Chrome cast extension to my TV 
It detects the cast device but upon cast, the TV screen goes off and get an 
error -
Unable to cast to LivingRoom.
An unexpected error occurred. Please try the following:
Try to cast again
Verify your network connectivity


This is Windows 7 64 bit
