back on this one - gotta update the count of learner groups for ILM's to reflect the count attached learner groups

Proposed solution for this since I claimed I didn't have one before.
- For non-ILM's - regular calendared offerings - no changes required - all good
- For ILM's with no calendared offerings (this is almost all ILM's) - count up the learner groups attached to the ILM and display the count
- For ILM's with calendared offerings (the exception rather than the rule) - add both together (the learner groups associated with the ILM and the learner groups associated with the offerings)
