Concurrent calls to iiab-make-kiwix-lib fail? (when too many ZIM installs complete at the same time?) about iiab-admin-console HOT 2 CLOSED

While definitely not a perfect solution, a possible short-term fix @jvonau and I are wondering about is...deferring most/all iiab-make-kiwix-lib calls (rebuilding the index of ZIM files etc) until "all" ZIM files are moved into /libary/zims/*

Of course the operator(s) might start 2-or-more sequences of ZIM downloads along the way (or simultaneously) so there's certainly room for debate as to how often iiab-make-kiwix-lib should run (!)

Still: impatient curators/implementers could (and can already today) click "Restart Kiwix Server" (or run iiab-make-kiwix-lib at the command line) all along the way — so long as they don't click too often ;-)
